Form does not submit unless logged in.

I searched all over for this -
We've got a basic form with a file upload field, standard selections from the form builder - the form appears to have broken, where it will do nothing, unless logged in as administrator.
I've deleted the block, re-built it - the same behaviour exists.
Any ideas?

Do you have Advanced Permissions turned on? Did you set special permissions on the File Manager or on the Files area?
I forgot to post our solution, we went through all the permissions, deleted and recreated the block, and noticed that if we refreshed the page, it would sometimes submit on refresh.
To get the form to work, I turned off page caching for that page only, has been working normally since then.
