Form field ordering in email

For whatever reason - cannot figure out regardless of the order fields are added in a form, they still show up in a random order in the email. I've gone through the database and rearranged them based on qID but it did not change the email whats so ever. I've even tried deleting the form and re-creating it but again with random results. Any suggestions?
