I have two gallery blocks in the marketplace that show titles in the lightbox popup (so not like the link you pointed to, but more like the description you wrote).

This one is free:

(it takes the title from the "Title" property that you set in the File Manager)

This one is paid:

(it is the same lightbox effect as the first one, but adds some more advanced features like being able to change titles and captions more easily).

The first two are ones that I've made, and they do not have scrolling (instead, they display thumbnails in a grid). The Deluxe Image Gallery does allow for a more prominent description.

The other two were made by someone else and I have never used them -- but they have demos available so I suggest you check out the demo links on their marketplace pages, or contact the author himself if you have more specific questions.
