Global Scrapbook Block Edits not updating site wide

Using 5.5.1. I realize I should be using stacks but the site was built several versions earlier. Problem I'm having is in trying to update one of my global scrapbook blocks used on over 100 site pages... when I edit then save, the changes do not take effect.
If I go and try and edit the block on a page via page edit, I no longer see the message that I'm editing a global block and changes will be made to every instance of the block.
I've tried clearing browser cache, system cache, etc... perhaps I'm overlooking something basic but is there anyway to update a global block created in the old scrapbook that will revise it site wide??
