GlobalArea's setBlockLimit(1) not working from dashboard/blocks/stacks

Hey there! I don't know if I am only missing something, but as the subject states, setting a block limit for a global area does not disable adding a block to a global area from the dashboard. It works in edit-mode however, so I have an urge to report a bug, but I'd like to know if others are experiencing this problem too (I did find a post with the exact same problem from 2010, but without an answer or solution).
