Where I can upload an HTML file to google apps
and see the file at "http://domain.com/googlehostedservice.html."?

probably using a ftp program and uploading it to your site root folder - public_html (or equalent).
concrete5 uploads are placed in the /files/ folder so doing this through concrete5 would not work.
