Guest vs. Registered user & Permissions

Is it expected behavior for the Registered user to see all Guest stuff?
Example:
1. I have a page with a login block.
2. A Content Block which gives a nice welcome etc. that has Read turned on for Guest only, but not registered users.
3. I have another content block that welcomes the registered user so read is on for registered user and off for the guest.
Before logging in, the guest can only see the blocks with read access to the guest user (#1 and #2). So #3 is not visible.
After logging in, you can see all blocks (1,2 & 3) even though block #2 does not have read set for a registered user, in fact nothing is set for a registered user on block #2, but the registered user can still see it.
??? - it is behaving as if everyone is always part of the guest group.

all users have the guest permissions, and registered users are like an extension of it
