Header Reveal on Login Page

Have ran into an issue with the header on the login page not revealing any edits(showing up)until an ID or Password error is made. Fully customized the page and everything else is great, put just cannot locate the cause / fix for this. I'm sure this is an easy one that I am missing and would appreciate any help on fixing. Thanks!
