Help me understand Concrete5 and editing

Hello,
We have a website (built a few years ago) that is hosted on 1&1 Internet. I'm looking to setup an easy way to allow the owners to edit parts of the website.
I've used Pagelime to edit our website. We added some tags to the parts of the website which allowed us to easily edit the parts of the pages.
What I'm looking for is to load my own environment (locally) that would give us the same editing ability that Pagelime does.
Would I be able to install Concrete5 locally (preferably Debian or Ubuntu) within our Network.
Would I be able to add tags to our website so the owners could use our locally installed Concrete5 system to easily edit parts of their website?
