Hide Block "Outline" That Users Cannot Edit

Hey Everyone,
I tried searching around for this question. Is there any way to completely hide the dotted outline around blocks that users do not have permissions to edit?
For example, on a site that I am building for my client, I wish to only give them the ability to change 1 body content area of a page that contains 4 body content areas. When I put it in edit mode under the clients login, I can see all of the editable sections but they are "ghosted out" only allowing me to select the one in which I choose to allow editing.
Is there any way through advanced permissions to hide the editing outline to everything that cannot be edited on a page so only the editable sections show up and the rest appear as just static HTML?
