Home Page not Giving me edit options, Only Design

I am trying to add a block to the homepage of a website and it is only showing me the design option. Not "Add a Content Block" or any of the other options. These options do come up on all other pages, just not the home page. Anyone have any idea why this is and how I can fix it? See image attached.

Look in your template for code that looks like this

$a->setBlockLimit(3);

This particular example is restricting the area to 3 blocks of content,

If it is there change it to suit your requirements..
