how can I teach content editor Croatian?

Hi, I am bulding a site for a Croatian client.

All the special characters are substituted by ?.

I searched the site here but I found no language packs to download. What do I have to do to teach Croatian language to my site?

Just for info, I have already run mysql query

ALTER DATABASE `xxxxx` DEFAULT CHARACTER SET utf8 COLLATE utf8_unicode_ci

this is Central European

but no change
