You can use the design option instead of the edit option on a block, and than under spacing is margin, and padding either will allow you to add pixel space to top bottom left or right. I am not sure if that helps, but it will add extra blank space to a blocks height.

What block are you trying to add height to ? and for what purpose ? Depending on your needs you could have a variety of options that might do what you are looking for.
