The menu item 'add user' is not present on the dashboard on a clean version 5.6.0.2 install.

The information you are referring to is slightly outdated.

The correct information should be:

Creating new users is easy. From the Dashboard, go to Members > Search Users, 
click Add User and fill in the User Information as prompted.
