How to create a block area in a page without blocks, for example like contact us page
You can create a 'single page'

By the way:
You could set up a contact page with the form-block. Or another alternative you can create a own page-type for your contact page when you need a different styling.
So for your purpose it's not necessary to avoid blocks - but perhaps this has another reason.
