how to create a working Page Type Right Sidebar Menu

I am trying to add a block on the right side pane with a menu of links to display content in the larger left pane.
I think the block to use is a Page List.
I want the menu to always be the same in the right pane with only the content changing in the larger left pane.
Can someone tell me what I need to do?

You could edit the default template via Dashboard -> Page Types -> Right Sidebar.
If you add the page list in the right block, you can click on it and then it says 'Set up on child pages'.

Another way to do this is hardcoding the page list in your template.

This is what I am trying to do using the Dashboard:
I create "Tournament" > Page Type - Right > Sidebar) by clicking on Home > Add Page
This page is empty.
I clicked "Tournament" > Page Type - Full > Add Page > Tournament 2012
I clicked "Tournament" > Page Type - Full > Add Page > Tournament 2011

I dont see "Setup on child pages"
