How to edit permissions for an ADMIN user and control DashBoard items they see

This was easy in earlier versions - however I am stuck.
I am using Concrete5 v 5.6.3.1
Designed a site for a friend.
Set up a new user (for him)
If I put him in any new group I make - he will not be able to edit.
When I put him in the ADMIN group - he has full access to the dashboard and many things for him to break!

How can I allow an admin user access to only certain dashboard items?

This is how i always do this:

- make a usergroup 'publishers' (or whatever)
- go to dashboard > system > site permissions
- check the box for edit permissions next to this new group and save
- go to dashboard > sitemap
- check 'show systempages'
- go into permissions for the dashboard page and give edit permisions for new the group

After this the have access to all the dashboard pages, so now you have to uncheck some access/edit permissions on the pages under dashboard that you don't want this usergroup to access.
