HTML/Content Control Buttons Missing in IE

When editing a Content Block in IE (at least in versions 8 and 9) when you bring up the HTML popup window the Update and Cancel buttons do not show. They seem to work fine in Chrome and Firefox. Pressing enter does nothing, only pressing ESC twice closes the popup. I tried it on multiple sites I have developed.
