http://localhost/concrete no longer will let me log-in

I'm frustrated beyond belief. I've been at this since 5am this morning when I decided to try Concrete5 versus Joomla (which is having some glitches/bugs when installing templates). I finally got this middleware installed to run on my localhost server -- WAMP. Initially, when I went tohttp://localhost/concrete the default page loaded and I saw all the goodies (dashboard, edit, etc.). It's seemed pretty intuitive until I tried to move some blocks like the navigation below the logo banner. Watched a video that showed you just click and move it with the 'correct' permissions. Searched the forum and found info where you have to change the config file with:
-- define('PERMISSIONS_MODEL', 'advanced'); --tried that, it didn't work. Changed it back. Tried clicking a block and changing User Permissions -- didn't work. Now when I go thehttp://localhost/concrete the Concrete5 website pops up in default mode and it does show the changes I made to the Navigation buttons, but when I try to "log-in" it pops to the WAMP PHP page. If I click on the concrete folder, it just pops up another WAMP page. This is very frustrating and I have no idea how to fix it. Nor do I have any idea how to actually get the admin permissions to move these blocks around so easily as is shown in the video and stated in the C5 documentation. If someone can help me, I'd be very appreciative. I wanted to use this middleware to make it easy for the end user to be able to update the website, but I'm ready to just go back to Dreamweaver and make the sites from scratch with CSS.
