I'd like to recreate the "My_Site_Name" content block for a shared scrapbook.

Long ago I apparently deleted this entry from the Global/Shared scrapbook by deleting the entire scrapbook.

It should work like this. Make sure the scrapbook is global (not private). Add a content block named "My_Site_Name" (without quotes) and put something in the content block.
I agree, but having never really seen what's in there I don't know what to add.
I've seen that provided block described vaguely as an interface for allowing one to turn off the site name from appearing in the header, and allowing one to add an image in its place.
I'd like to experiment with that functionality, not necessarily have to edit header.php directly to achieve that effect.
From a screenshot in a video here I can just make out that it's a Content Block, but that's it.
Seems that I should be able to copy something from a freshly downloaded copy of C5 into my working concrete architecture and/or database to bring it back?

It's a content block. Add whatever you want to it.
