Question:
I have a development Server and a production Sever. -My production server is live so I don't wanna mess with it. -I'm trying to learn and navigate through my development server site by downloading free add-ons for practice. If buy an Add-on for my development server can I use it again on the production side without paying a second time?

Yes you own the license. You will just need to assign it to the new domain from your concrete account.
You should check the license agreement of the specific add-on to be sure, but most of them grant you the rights to install it on one live site, and on the site you use for development.
If you use it on another site (or I would read that to include another installation of C5 on the same site) you'll need to buy another license.
