Image Editor Blank (v8.3.2)

I've just upgraded from 5.7, to 8.2, and now to 8.3.2 in an attempt to resolve this issue, to no avail. Any attempt to use the image "Edit" function, whether it be from within the file manager, or through image block editing on the website frontend, produces a blank editor. The image is not visible, and the editing controls are missing on the right side of the editing pane.
There are no errors reported in the Apache error logs.
I have tried this with PHP versions 5.6, 7.0, 7.1 and 7.2 - all with the same results.
Anybody have any ideas?
