image upload permissions set to "666" with user "99"

I have a site that was recently moved from local to live server. Now the image uploads are getting some odd permissions from an odd user. Images are now being uploaded with the permissions of "666" from the a username "99".
I'm wondering if the move from local to live server has cause an issue in ftp users or the method by which C5 uploads images. I'm not familiar with the C5 system, but seems like uploading images would be something done by a library.
Things I've done:
- I've cleared the cache from System & Settings / Clear Cache based on another thread I read.
- I've attempted to change the permissions on the image file, but it would not let me it says "SITE CHOWN is an unknown extension".
Any helpful info or links would be much appreciated.
