Installed latest version of Concrete5: Edit Blocks not executing

Basically, am trying to customize and edit the Elemental theme but
nothing happens when I try to run the site building tools. I have used
concrete5 for two websites before.

Anyway, relying on Chrome Developer tools this is a snippet of what I get:

I suspect it's a js scripting issue. Please help. I really would like
to just get on with it as quickly as possible
