Is there a way to Insert a box for text that has its own scroll down bar?

Hi All,
I have a template designed for our website...but I was hoping there is a way to insert a box for text that has its own scroll down box i.e. i dont want the whole web page to move down if people want to finish reading the text box they just click on the scroll button to carry on reading, but the rest of the web page stays where it is.
Am I making sense?
