Its not possible to add any block type

When someone with admin rights try to add a block in any area the Block Types not appear and you just have a spyglass spinning.

I could go around this by copying a similar block type with "Copy to clipboard" then paste it on the area.

I can also add that when I open Block Types in Dashboard the page is empty
