Layout Blocks? C54_RC1751_svn

I installed the latest C54_RC1751_svn version to test layout blocks, dividing columns.
I can't see/find them anywhere? There is no layout block listed under 'Add Block option, and I can find no documentation referring to this.
Could someone please tell me where the layout block function is and how to use it?

when you click on the "Add to Area" its like the fourth option, "Add layout", then you add your blocks to each area you create.

When editing a content block I go to > Design > Set Block Styles and only have the options: Fonts | Region | Spacing | CSS

I just looked at my C5 version in the dashboard and it says Version: 5.3.3.2b3
even though I ran v 5.4.0??
I will run another test version to see if this sorts it out: maybe I'm not running v 5.4.0
