Layout Bug? unsure?

Hi there,
Unsure if this is a bug or if I am doing something wrong.
I have a block and I want to add a heading using the content block – fine
I then go to add a 2 column layout below in a new block. The heading above it then defaults to the 2 col layout.
Is this meant to happen?
Only way I can have a heading stretching 2 columns is to have 2 separate block areas.
