layout-preset in one area more then one time

Hello,
I've a problem with layout-presets. I used them to create a "table" (2 rows, 4 cols) with pictures for a team page.
Because of the number of apartments i have to insert them multiple times in the same area.
If i create a new layout with the given preset it will append at the bottom. To get this up i click the plus-button -> move up. Now the first layout (from top), instead of the one i've clicked, is moving up.
The reason:
The different layouts have all the same layoutID (ccm-layout-controls-layoutID-XXX).
Am i using the layout-preset function in a wrong way or is this a bug?
