Layout spacing

Am I correct in saying that the spacing value in the layout facility only works horizontally and not vertically. ?

I have a 3col x 2row layout with no spacing but for some reason I cant find why between the 1st row and 2nd row I have a spacing. I have checked my CSS but cant find anything , is this editable in the coding somewhere please
