Permissions not saving

Hi,
I would like to limit my clients dashboard access.
That is they need to see the Sitemap, File Manager, Scrapbook only.
In the sitemap I have shown system pages. But when I add a group in the permissions TAB it adds it but after pressing Save it is missing when I check permissions again.
I want to turn on access to some dashboard features but not all.
