Limiting Group Search Access

Does anyone know if there's a way to limit the group names that appear in the "Access Group Search" list based on the group the user is in that's attempting to view the group list? We would like the regular admin group to be able to add users to various groups that have been created on the site. However, there are some special groups we've created to which we don't want regular admins adding members. Thus we want to restrict the group names which appear in the group list based on the group to which the member belongs.
For instance, we have three dev groups, dev1, dev2 and dev3 for our site. We also have a DevAdmin group and the basic Administrators group. Currently members who are in the Administrator group have the right to add members to all group names on our site. So when a new user registers at our site anyone who is in the Administrator group can go into Members and add the new member to any group that has been created for the site.
What we want to have happen is that instead of all the groups showing up in the list we only want those groups to appear in the list that have been associated with a particular user group. So the group names of Members, Editors, Aadministrators, Hometeam and Party would show up for Administrators because the Administrators group has been granted access to those groups. However, when someone in the Administrator group wants to add a user to a group, the group names of dev1, dev2 and dev3 would not show up in the list because the Administrator group has not been given access to those groups. Only members in the group DevAdmin would have access to and be able to view/add/remove people to/from the dev1, dev2, and dev3 groups.
This would almost be like extending the "Access Group Search" item on the Site Permissions page under a group or user listing. Except instead of showing just one broad generic category of "Access Group Search" under a group or user listing every group that's been created for the site would appear in the list and for any particular group or user only those groups that have been checked would show up in the group list for that group or user.
My apologies if I've made this over-complicated. Just trying to provide enough info so as to adequately and effectively describe the challenge at hand.
