I recommend you check the permissions for that block if you are seeing it when you are logged in, but you are not seeing it when you have logged out.

Well, it looks like neither your main.css or your typography.css are
loading. Are they on the server?

I should also note, that I saw this same behavior once before(not sure what I turned on and off then to cause it) but before I spent too much time trying to fix it I decided to do the upgrade that the Welcome Page kept suggesting and that I'd been putting off. So, I backed up and pressed upgrade, and the problem resolved as part of the upgrade.

This time, I'm already at the current revision so I don't know what to do.
