In edit mode, if I add a layout to a content area and there is no block below it, the first column, labeled "Column 1" can be seen while mousing over the column, but is hidden by the content area's menu when trying to click on the menu. I've attached screenshots to show the example. Essentially I believe too many things are stacking here, the content area menu seems to be hiding (or overriding) the Column 1 menu if it is the last or only item in the area.

The only way I can use the menu is by adding a temporary block to the bottom of the area, making changes to the column (since it isn't the last thing in the area any longer), and then removing the temporary block.

Note: This is using version 5.7.5.2, I've tested this in Chrome and Firefox (latest versions), with Free-form grid and bootstrap grid.
