Missing global scrapbook

One site I'm working on doesn't have a global scrapbook, only the personal scrapbook for my admin account. Any idea how to recover the global scrapbook? I'd like to place some items once on every page and not have to edit each one.
you should be able to simply create a global scrapbook from the dashboard page
How exactly? I have the same problem and creating a scrapbook named "Global" does not seem to be enough.

Same problem: no Global Scrapbook.
I have created it manually but when I try to create a "My_Site_Name" block it doesn't let me. Simply keeps the name.

Naming a new scrapbook "Global Scrapbook" does the trick.
On the other hand, it is possible to create a scrapbook that allows you to copy individual blocks without making it an original/clone type of thing?
The only way I can do that is if I use the default scrapbook, named for my admin account. I'd like to keep items for re-use & customization in their own individual scrapbook "categories" (like the file manager).
