Modifying Themes

I have been browsing the available themes for Conrete5 and have found several that someone fit the design I have in mind, but none are perfect. Am I allowed to install a theme (free or for purchase) and modify the theme "coding" to fit my needs? I somewhat understand that I'll need to edit the CSS, etc., but is this legal, or do themes have terms associated with them that make it illegal for someone to modify their "coding"?

Yes, it is perfectly legal and acceptable to modify a theme from the marketplace in any way you see fit -- as long as you're only using it for the site you're building and not re-selling the theme to others.
As for removing the footer references, that depends on the specific license of the theme itself. If it's a paid theme, it shouldn't really have anything like that in the footer, but for a lot of the free themes, they were taken from html templates where the original author requires that you leave their info in the footer (in exchange for offering up their work for you to use for free). If you're unsure, ask the author of the specific theme in question (post to the "forum" of the theme's marketplace page, or click the "pre-sale questions" link).

Edit: Browse the Showcase area and search for sites built with the themes you like. You'll find many (if not most) of them have been modified to suit the need of the end user. Its a great way to look for "inspiration".
