Move a block works fine but upon publish, block moves back to original position

Hi There,
We're having an issue where blocks move around the page in edit mode fine, but as soon as we publish, they move back to their original position.
If we repeat the process another time then the block sticks upon save but if we edit the page again, the block moves back to its original position - it's like it only works every second publish.
Has anyone else seen this and know what we might be doing wrong?

I have tested moving some content blocks around (publishing page between each move), but can not replicate this. Is it a special type of block? Do you get any js errors? Could it be caching issues?
Thanks for your reply, it's just a content block with a headline in it.
Other blocks on the page include image blocks, and the Area Splitter blocks - moving content blocks within Area Splitter sub areas seems to save fine.
It just doesn't seem to save within the main area.
