Replying to my own post. When i said "Table" I meant LAYOUT. Please help! Can this be done?!?!
Yes,and no.
Add the block you want above your layout below your layout. Now put another layout just like the one you have above below that. click on the contents of the layout and press move. Take them to your newly created layout below so that now the main is above the content. Publish to make sure it all settles in to its new home, and than go back in edit and remove the old now unused layout, unless you want to keep it around which you might.
Also if you add a tnspacer to the area before putting layout, even a 1px one above where your putting the layout should create an editable area above the layout when its created. Im not sure if it does that in 5.5 but it saved me a lot of headaches in lower versions.

Thanks, i will try that out and let you know. Makes sense, but sometimes with layout stuff, things get a little squirrelly.
Also, what is a tnspacer (looked it up and have some idea of it), and is it an add on? And can i do it after the layout has been drawn?
Thanks!

It is a free block that creates "dead space" so you could put an image, add the tn spacer by setting a pixel amount say 10px and then content. This will create 10 pixels of space between image and content
When this is used before putting a layout it should make the space directly below the spacer an editable area. It may sound like magic, but it works.
Its added as a block so you would need an area to put it in, in your case you wouldn't be in the situation if you had the area to add it to. Chicken, and the egg.
Look for it by searching spacer, and if layouts are acting oddly clear site cache or use another browser to see if its a browser issue.
