Moving objects about a Layout

I have tried several times with no luck to MOVE content blocks above Layouts blocks (rows and columns). It will only allow me to move it over one column, but not move it above the entire segment.
Eg, if I want to add a heading above that 2 column layout, it will not let me move that new content block over the layout only over one column at a time.
