Nav Bar Appears at Guest Level

For some reason the Dashboard Navigation Bar is now appearing at the guest level of our web site. There are not buttons or text on the bar but the place in which the Nab Bar would appear now shows a bar where before there wasn't any. Anyone have any ideas on what might be causing this and how to get rid of it? Thanks.
