Navbar active links, and search within page

My list of pre-content and final formatting(obviously backgrounds won't be gaudy colors at the end :P) working continues to dwindle due to all the help you guys have been, so hopefully you can help me resolve two more issues.

1: How can I create active link formatting at the top level of an built from scratch unordered list navbar(made with css)?
2. How can I make the search bar provide results that are found on the same page rather than on other pages? The design is a single page with permissions set for certain content.

I know you've been working really hard on this 'single page' concept but have you had a look at this free theme:

Each block you add becomes a new 'page' but it works with Stacks as well so you could build each 'page' in the stacks and insert them in order. The Nav along to top happens automatically. It's pretty smooth and it might give you some ideas on how to build your own or you could try building your site with it and see if it's easier in the long run.

Just a thought.
