New admin user can edit in Frontend only HTML

Hi
I got a strange problem with the new C5 version. When I add a new user as admin (not Superadmin) then that user can edit in the frontend everything only in html. But I need to have the tiny mce since the editor is not ready for html.
Can anyone help me fix that?
