New pages as external links

How can I add a page that links to an external site when a user click on the link in the navigation bar?

I want the new page to pop up in an new window.

Go to dashboard fullsite map. Click on add page. then click on Add external Link. Enter the name you want to display in the navigation menu. enter the external url and click the check box Open Link in New Window.
then click on add button.

I've followed these steps and it doesn't open the external link. What am I doing wrong?
