No Custom Templates or is_featured attribute on Live Site

Hi. I developed a site locally and then uploaded it to a live host. My problem is that the is_featured attribute no longer works (it is set up correctly) and my Custom Templates are no longer accessible. Is this a folder permissions issue on the live site that I wasn't experiencing locally? Anyone have any thoughts please??

I resolved the Custom Templates issue by moving the blocks to the top-level blocks folder i.e. mysite > blocks rather than mysite > concrete > blocks. It would be great if someone could please explain to me why this worked.

The is_featured is not working still.
