No dashboard after login

After I login I get no welcome, no option to update software, no dashboard, and no means to edit. At the bottom of the home webpage is confirmation that I am indeed logged in; at the top is a blank horizontal bar with no content.
For context, the last time I logged in and made changes to the website (www.astrocamp.us) was perhaps six months ago. The welcome dialog box briefly appeared once (today) but no longer. I'm not web savvy, as I mainly add content and stay out of the code. This issue was raised in the forum in 2012, but I believe I can access less than those members. In the short term, I only want to change one published date on two webpages.

If you use the developer tools in your browser and look at the console are there any javascript errors when you are logged in? That is usually the cause of these types of issues.
Could also be a conflict with the JQuery in your template. If you are using any Js files in the template try removing them and starting from there. This is a common problem.

For clarity, I'm logging in as the admin, not as a user. Admin name and password are accepted, but everything looks like and behaves like the regular public website, except on the bottom it says I'm logged in. I have other websites with c5, and when logged in to them as admin I at least get an Edit or Dashboard option across the top. Not so with astrocamp.us. Thanks for the feedback.
