No Layouts in 5.4.1.1?

I just installed Concrete5 for the first time, it looks excellent. But no Layouts item on any page. Am I doing something wrong?
Thanks for the reply. Yes, I did install with sample code; I have tried a couple of new themes also, plus that ../upgrade method, no change. But on the other hand, maybe I don't know how to find it. Should I see "Layouts" as one of the clickable squares in an edit-page bar? Just exactly what needs to be clicked, to see the sliders by which I can change the width of box areas?

You can't change the width of the blocks, you'll need to change the theme/css for that.
When you edit a page you see the red dots, that is the area for your blocks.
you can set default blocks for pages by using page types found under: dashboard -> pages and themes -> single pages

Also, check under the dashboard is the themes are there, if not. upload a new core and update your site (/index.php/tools/require/upgrade)
