no page owner for permissions

their is no option to choose page owner under block permissions.

I believe as long as the page permissions allow page owner to edit there shouldnt be much need to change block permissions except for those blocks you want to completely not allow the page owner to edit.

I need the user to just be able to view thr content of the block without being able to edit it. It a daily progress chart.
