Non administrators unable to "add file" when editing a page

Very new here. I've read and searched, and can not find out what else I need to enable a normal user to "add file" or "insert image". The following message is displayed:

Call to undefined function _() in C:\wamp\www\concrete\concrete\tools\files\search_dialog.php on line 6

I am using one of the standard themes. I did install and delete some others, so wondering if that broke something.

Oh, forgot to say what I did:

Added user and added a group called WPCauthor. Added user to the group.

Used sitemap to allow WPCauthor to edit page. When user is signed on, EDIT PAGE is showing up fine, and user can edit the text, just not add files/images.

Thanks to another user who posted a similar thread, I have found the answer: For those who wonder why a non admin who has the correct rights to edit a page, can't attach files or images, you need to do this:

- Dashboard, File Manager, Access
- Add the group and them give access to Search all files, or whatever is appropriate for your needs.

and you found a bug :) basically, it was trying to say
"Unable to access the file manager."
but it used a function that is no longer used
