Normal block editing characteristics

Hi!
If I try to edit different blocks on a page consecutively and submit the changes, only the first edited block shows up when a user is NOT logged in.
If a user is logged in then ALL the block changes are visible.
I cannot get the other block changes to appear for a non logged in user.
The solution is to delete the blocks and then recreate them, but save the changes after each block is created.
I.e. I cannot do consecutive changes.
Is this normal behaivoir ??
This is using concrete5.6.0.2 om a Windows Server using IIS7
