Not able to add a user

I read the documentation because I've done it before on older versions of C5 but thought I just forgot, but a comment listed on the documentation shows that the "Add User" link is not present on a clean install of 5.6.0.2.

So, what should I do to add a user (my client) and give them admin abilities?

The information you are referring to is slightly outdated.

The correct information should be:

Creating new users is easy. From the Dashboard, go to Members > Search Users, 
click Add User and fill in the User Information as prompted.
